Georgia Aligns Its Qualifications Framework With Europe

The EU-funded GEOREF project closed in Tbilisi: Georgia's national qualifications framework is being referenced to the European frameworks, which should make Georgian degrees easier to read abroad.

Georgia has taken another step to make its degrees understandable across Europe. The closing conference of GEOREF, a project funded by the EU's Erasmus+ programme and co-financed by Georgia's National Center for Educational Quality Enhancement (NCEQE), was held in Tbilisi on 9 October 2026.

What GEOREF does

The project started in October 2024. Its aim is to link the Georgian National Qualifications Framework with two European reference frameworks: the European Qualifications Framework for Lifelong Learning and the Qualifications Framework of the European Higher Education Area. In practice this means each Georgian qualification level can be matched with a European level.

International experts from Latvia's Academic Information Centre and Italy's CIMEA gave a positive assessment of Georgia's draft referencing and self-certification report. NCEQE expects the work to make Georgian qualifications more visible abroad and to support their recognition in EU member states.

Part of a larger quality conference

The GEOREF event was held during NCEQE's two-day international conference "Quality Assurance in Higher Education", opened by Minister of Education, Science and Youth Givi Mikanadze. Speakers included the incoming president of the World Federation for Medical Education (WFME), a former WFME president and the Secretary General of the Association of Medical Schools in Europe.

What it means

Clear links to European frameworks help employers and universities abroad understand a Georgian degree. Recognition decisions are still made by each country, but this work strengthens the case for Georgian qualifications.

Key points

  • GEOREF (Erasmus+, 2024–2026) links Georgia's qualifications framework to the European ones.
  • International experts gave a positive assessment of Georgia's draft report.
  • NCEQE expects better visibility and recognition of Georgian qualifications in the EU.
  • Each country still decides on recognition itself.
